Trump's Progressive Warning Misses The Continent's Real Threat: Economic Stagnation.

Donald Trump's security policy document offers a flawed view of Europe. The document asserts that open-border policies and what it terms "progressive" agendas pose an grave risk to the continent's identity. However, this perspective rests on a serious misinterpretation of the reality. The true challenge facing Europe is not societal but technological and economic lag.

A Glaring Growth Gap Between Europe and the US

Statistics reveal a stark picture. Between 2008 and 2023, American economic output grew by eighty-seven percent, compared to a mere 13.5% growth for the European Union. During this period, European income per person dropped from over three-quarters to just 50% of the American figure. Remarkably, even the poorest US state now boasts a greater average income than major EU nations like France and Italy.

Currently, about half of the world’s top fifty technology firms are American, while a mere four are from Europe.

The Technological Shortfall: A Critical Problem

This widening economic gap is driven by stronger efficiency gains in the US, largely due to technological innovation and higher total factor productivity. The landscape of world technology dominance is decidedly American. In the last fifty years, hundreds of American startups have grown into enterprises valued at over ten billion dollars, compared with only fourteen in Europe.

This disparity raises a vital issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, where does the EU positioned? Experts widely concede it is essentially a contest between two involving the US and China, with Europe starting at a significant handicap.

Underlying Factors of Europe's Technological Lag

A number of key factors explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and more dynamic system for financing new ventures. Europe still lacks a genuine unified investment market, which limits the scale of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hinder European business. A US startup can introduce a service under a single regulatory framework to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is split among 27 separate systems, creating significant market obstacles.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In parts of Europe, business failure was historically viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has eroded its capacity for pioneering research.

A Path Forward: Grounds for Cautious Optimism

In spite of these challenges, there are reasons for optimism. Policymakers are increasingly aware of the severe threat and have started to advance serious reform. Notable reports on European competitiveness and the internal market point to the necessity of major changes.

With the right policies and regulatory reforms, these assets might enable much higher degrees of business-led breakthroughs.

The continent still possesses significant strengths: skilled human capital, excellent schools and universities, and premier labs. Alongside a vast domestic consumer base and substantial household savings, these foundations have the potential to unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in creating next-generation tech, it can still dramatically boost economic output by implementing and tailoring innovations from other regions.

A Critical Juncture

Europe now faces a decisive moment. As the saying goes, decline often happens "slowly, then all at once". To date, the continent's technological decline has been gradual. However, without decisive action to address its deep-seated problems, today's slow erosion could turn into a rapid and permanent loss of global economic relevance.
